Public comment will be allowed on items on this Agenda at the time each item is considered.
Persons addressing the Commission shall be limited to 5 minutes, unless an extension of time is granted by the Chairman, subject to approval of the Commission. When any group of persons wishes to address the Commission, it shall be proper for the Chairman to request that a spokesman be chosen to represent the group.
Public comments will also be allowed on items NOT on the agenda, but within the subject matter jurisdiction of the Commission, prior to approval of the Minutes, and will be limited to thirty minutes and not to exceed five minutes per person. No one will be heard twice. Any public comments not received at the beginning of the session may be heard at the end of the session. NO action may be taken on off-agenda items, except as provided by law.

Recommendation to approve the Minutes of the August 9, 2004 regular meeting.
MOUNTAIN VIEW PARK
Staff will update commissioners on maintenance responsibilities at Mountain View Park and request that the Commission determine the hours of operation for Mountain View Park.
INFORMATION ITEMS (Items 3 - 8)
UPDATE ON COMMERCIAL MARKETING EVENT AT ADLENA PARK
Staff will provide an informational update on the commercial marketing event at Adlena Park recommended by the Community Services Commission at its June 2004 meeting.
UPDATE ON DISCUSSIONS REGARDING A REGIONAL DOG PARK
Staff will provide information regarding the status of a potential regional dog park serving North Orange County cities.
PREVIEW OF COMMISSION/COMMITTEE SELECTION PROCESS
Staff will inform commissioners about the status of the City Council recommendations regarding commission and board representatives.
COMMUNITY SERVICES DEPARTMENT DIRECTOR STATUS
Staff will provide information regarding the status of the Director of Community Services.
FALL EDITION OF COMMUNITY SERVICES NEWSLETTER
Staff will present the fall edition of the newsletter and provide an overview.

REPORT ON CITY COUNCIL AGENDA ITEMS
- As recommended by the Development Services Department, the City Council modified the conditions of approval for Tract 15658 to transfer some of the maintenance responsibilities of Mountain View Park from the Presidential Collection Homeowners Association to the City.
- As recommended by the Development Services Department, the City Council authorized Engineering staff to proceed with the Request for Proposal process for the Richman Park Area Capital Improvements Project.
