Public comment will be allowed on items on this Agenda at the time each item is considered.
Persons addressing the Commission shall be limited to 5 minutes, unless an extension of time is granted by the Chairman, subject to approval of the Commission. When any group of persons wishes to address the Commission, it shall be proper for the Chairman to request that a spokesman be chosen to represent the group.
Public comments will also be allowed on items NOT on the agenda, but within the subject matter jurisdiction of the Commission, prior to approval of the Minutes, and will be limited to thirty minutes and not to exceed five minutes per person. No one will be heard twice. Any public comments not received at the beginning of the session may be heard at the end of the session. NO action may be taken on off-agenda items, except as provided by law.

MINUTES OF THE AUGUST 9, 2004 REGULAR MEETING
Recommendation to approve the Minutes of the August 9, 2004 regular meeting. The Minutes were not approved at the September 13, 2004 regular meeting due to lack of a quorum of commissioners who were also present at the August 9, 2004 meeting.

INTRODUCTION OF COMMUNITY SERVICES DIRECTOR, RON MOLENDYK
Director Molendyk will discuss his assignment and goals for the Community Services Department and the City of Fullerton.
UPDATE ON THE COMMISSION/COMMITTEE SELECTION PROCESS
Sylvia Choe, Assistant to the City Manager, will provide a Power Point presentation to the commissioners on the status of City Council recommendations regarding the Commission/Committee Appointment Process, and provide details on the process.
UPDATE ON THE MUCKENTHALER CULTURAL CENTER FOUNDATION DEVELOPMENT PROPOSAL
Staff will provide an update on the Muckenthaler Cultural Center Foundations planned development proposal and implementation of certain elements of the 1984 Master Plan.
UPDATE ON AQUATICS PROGRAM ADMINISTRATION AGREEMENT WITH F.A.S.T. (FULLERTON AQUATIC SPORTS TEAM)
Staff will provide an update on the transition of the Independence Park Pool management, programming and staffing to F.A.S.T.
UPDATE ON TRAIL SAFETY EDUCATION
Staff will provide an informational update on upcoming trail safety education efforts for pedestrians, bicycles, and horses on Fullertons trails.

REPORT ON CITY COUNCIL AGENDA ITEMS
- Teen P.L.A.Y. (Playground Leaders Assisting Youth) Program participants recognized for their volunteer hours at the Summer Playgrounds Program.
- Had first reading by title only and introduction of Ordinance No. 3056, establishing the Commission/Committee Applicant Review Board.
- Had first reading by title only and introduction of Ordinance No. 3057, modifying the City Commission Appointments and Office.
- Approved the proposed agreement with Fullerton Aquatics Sports Team for aquatics program administration.
