BICYCLE USERS SUBCOMMITTEE

CALL TO ORDER
The regular meeting of the Bicycle Users Subcommittee was called to order at 5:31 p.m.
APPROVAL OF MINUTES
The September 19, 2007 meeting minutes were approved with corrections.
NEW BUSINESS
1.PUENTE BIKE TRAIL
Staff described an application submitted by the City to the Orange County Transportation Authority (OCTA) which requested additional funding for the Puente Bike Trail Extension project.
Denny Bean stated that Army Corp of Engineers (ACE) will match 50% of any project for recreational use within the Brea Dam area; the contact at ACE is Ruth Villalobos.Staff explained that Parks and Recreation Department had contact with ACE, and the funding issues may be better coordinated through Parks and Recreation.
2.CITY OF BREA PARTICIPATION/MEETING
Staff advised the committee that City of Brea has not expressed their enthusiasm in the Puente Bike Trail Extension project which is partially within City of Brea
After several meetings between the cities, Brea has requested additional information and would like to set-up a community/neighborhood meeting to discuss the project.
BUSC members expressed interest in attending this meeting.
OLD BUSINESS
1.MUCKENTHALER BICYCLE FESTIVAL
Member Barber had attended the Bicycle Festival hosted by the Muckenthaler Cultural Center and estimated about 200-300 were in attendance.Feedback from the event was positive.
2.OCTA 2007 CALL FOR PROJECTS
City of Fullerton had submitted three applications for funding related to bicycle use:
- Puente Bike Trail Extension.
- Old Union Pacific Rail Road trail to connect Independence Park to the Transportation Center
- Class I Bike Trail behind the Fullerton Tennis Center to Bastanchury.
PUBLIC COMMENTS
The members discussed the Buena Park Transportation Center which was now open.BUSC wants to enhance the south side trails on Malvern Avenue, between Gilbert and Dale Street, by the Flood Channel, to provide better access to the Buena Park Transportation Center and link the west and south side of Fullerton with Buena Park.
Vince Buck commented on the Safe to School Funds available for bike route improvements.
Vice-Chair Duvignau discussed the bridge over 57 Freeway to Madison Street at Cal State Fullerton (CSUF).
Nora Kutner believed the mixed use trails were dangerous and the BUSC expresses interest in evaluating ways to make the trails multifunctional, to be shared with hikers and bikers.
BUSC desired to contact the Parks and Recreation Department, to discuss recreational bike trails.
Member Barnum would like to invite Jim Meyer, Trails4All, to the next meeting to discuss Coyote Creek Regional Bikeway Project.
BUSC discussed the creation of a “Bike Boulevard” in central Fullerton and consideration of a dedicated Bicycle Trail Trouble Hotline.
For the next meeting, BUSC would like to discuss the following items:
- Bicycle Element of the General Plan (perhaps invite Bob St. Paul from Planning to the meeting.)
- Presentation by Jim Meyer, Trails4All
- Develop a recommendation to create a “Bike Boulevard”
- Class II Trail north of Malvern west of Gilbert
- Request funding for bridge over 57 Freeway near CSUF.
