Redevelopment

The Agency provides funding in four redevelopment project areas for:

  • capital improvement projects
  • and private/public development projects

These efforts are focused on eliminating deteriorating conditions by:

  • upgrading public facilities,
  • producing tax revenues,
  • generating employment opportunities,
  • and encouraging private investment in the community.

The redevelopment areas encompass almost all of the commercially zoned property in the City together with the area surrounding Cal State Fullerton (Area 3). The Agency also supports the development of affordable housing in the community.

Commercial Development

The Agency is particularly interested in assisting commercial development in the Harbor/Orangethorpe area (Area 1) and in the downtown (Area 2).

Harbor/Orangethorpe area (Area 1)

  Retail centers encompassing approximately 1,500,000 sq. ft. are located in the Harbor/Orangethorpe area. They include:

  • major retail stores,
  • entertainment,
  • specialty retail, and
  • food service opportunities.
  • Prime locations are available.

Downtown (Area 2)

Downtown Fullerton is evolving as a specialty retail, dining, and entertainment destination for North Orange County (see here for map of downtown restaurants). A variety of upscale restaurants and specialty shops occupy historic buildings in the village atmosphere of downtown Fullerton along Harbor Boulevard. Suitable locations are available for retail, restaurants, offices, and financial institutions.

Assistance Types

Subject to meeting certain conditions, the following represent the types of assistance offered by the Redevelopment Agency to qualifying businesses and individuals:

  • Loans
    • Rehabilitation Loans, Retail Business Improvement Loans, and lender partnerships with the Small Business Finance Corporation.
  • Land Acquisition
    • Land assembly and land and lease writedowns.
  • Partial Financing
    • The Agency is anxious to consider participation in financing projects which will generate significant new revenue.
  • Off-Site Improvements
    • Including street, utilities, parking, and other infrastructure improvements.
