PRJ04-00622 ZON04-00062. APPLICANT: MARGARET CHANG; PROPERTY OWNER: TEMPLE BETH TIKVAH
A request to allow the installation of roof-mounted cellular antennas on property located at 1600 North Acacia Avenue (east side of Acacia Avenue, between approximately 492 feet and 712 feet north of Dana Place) (R-1-20 zone) (Categorically exempt under Section 15332 of CEQA Guidelines) (SMI).
The applicant was not present.
Planning Intern Mizokami explained that the applicant is requesting to install roof-mounted cellular antennas on property occupied by Temple Beth Tikvah. The proposal includes six antennas mounted on the rear building; and four equipment cabinets located behind the front building within an existing landscaped area. The cabinets will be enclosed with a 7-foot high screen wall within a 15x15 foot lease area.
Four antennas would be located along the southeast corner of the roof with screening walls 5 feet above the top of the building. Two antennas would be located along the northeast corner of the roof with screening walls 9 feet above the roofline. The applicant intends to match the color and texture of the existing building. Staffs concerns are with the design of the screening walls, in terms of the height and integration with the existing building. Staff also suggests relocating the equipment cabinets so that landscaping is not compromised. The applicant should consider an area with existing pavement such as the parking area provided no required parking spaces would be removed.
R-1 development standards restricts total building height to 30 feet above natural grade. The screen walls are included in overall building height. An average of the building height shall be taken since it is on a slope. In terms of the design, staff suggests relocating the antennas off the edges toward the center of the landing. When screen walls are situated on the corner of the building, they should have equal returns.
Committee Member Mullis asked if the applicant is proposing the height because of needed coverage. Planning Intern Mizokami confirmed. However, the applicant is researching height/coverage issue: further from the edge means that the antennas must go higher. Relocating the antennas 5-0 from the edge may not affect coverage. Committee Member Wallin said if the antennas were recessed 5-10 feet from the base of the wall, they would not be so visible. He suggested that it might be possible to double up on the antennas at the roof edge and go back further for the antennas that need to be higher.
Based on staffs concerns and the absence of the applicant, the Committee made a motion to continue this item.
MOTION made, SECONDED, and CARRIED unanimously to CONTINUE PRJ04-00622 ZON04-00062 to a date uncertain to allow the applicant to address staffs concerns.
