CALL TO ORDER:Chair Rosen called the meeting to order at 9:05 a.m.

INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:

ACTION ITEMS:

PRJ03-00838 - ZON03-00074. APPLICANT AND PROPERTY OWNER: JONES READING AND MATH CLINICS, INC.

A request for approval of a reading and math tutoring facility (trade school) on property located at 211 East Imperial Highway (approximately 757 feet east of Harbor Boulevard and 262 feet north of Imperial Highway) (C-M zone) (Categorically exempt under Section 15301 of CEQA Guidelines). (Continued from December 18, 2003)

Those present were Cliff Jones and Mark Leong representing Jones Reading and Math Clinics, Inc.

Assistant Planner Sowers presented the project. She said that due to the City Traffic Engineer's concerns of parking availability, Staff asked that the applicant conduct a parking analysis between the hours of 1 p.m.-6 p.m. on two different days of the week to make sure there is adequate parking on the site. The results of that study performed Thursday, December 18, and Monday, December 22 on all parking on the left side of the access driveway showed that there are approximately 100 spaces available during the time period surveyed. It appears that there are minimum vacancies in the complex at this time from a comparison of business licenses to a tenant list provided by the landlord.

The Committee was satisfied with the parking analysis and support the request subject to the following conditions of approval:

  1. A review will be conducted by Staff and presented for review by the Site Review Committee in six months if any verifiable complaints are received regarding the use, including but not limited to, parking and student loitering.
  2. The applicant shall provide as follows:
    1. Approved CSFM listed fire alarm.
    2. Address numbers that meet Fullerton Fire Department Standard #7.
    3. Approved 2A-10BC portable fire extinguishers located within 75 feet of travel.
    4. Hood and duct fire extinguishing systems for stove in kitchen if there should be one.
    5. Exit system analysis plan.
    6. A Knox box shall be installed for Fire access.
  3. The applicant shall apply for a change of occupancy to "E" occupancy.
  4. Any corrections generated in the plan check process will be incorporated as a condition of approval.

MOTION made SECONDED, and CARRIED by all members present, to APPROVE PRJ03-00838 - ZON03-00074 as conditioned (Resolution No. 349).

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council. The request may be approved subject to conditions. Minutes of the hearing and a Resolution will be prepared.

PRJ03-00860 - ZON03-00076. APPLICANT: KENNY ZWICK; PROPERTY OWNER; BILL BOURRET.

A request for the co-location by Sprint PCS of six additional antennas on an existing Verizon antenna support structure (monopole) and the addition of ground equipment on property located at 722 Williamson Avenue south side of Williamson Avenue, 1,200 feet east of Euclid Avenue) (M-G zone) (Categorically exempt under Section 15301 of CEQA Guidelines).

The applicant was not present and the Committee continued this item to a date uncertain.

PRJ03-00876 - ZON03-00077 - APPLICANT: CRANE ARCHITECTURAL GROUP; PROPERTY OWNER: SYCAMORE VILLAGE FUND ONE.

A request to install security gates in an existing apartment at 3301 E. Yorba Linda Boulevard and 3300 Palm Drive. (R-3 zone) (Categorically exempt under Section 15303 of CEQA Guidelines).

Rick Crane with Crane Architectural Group representing the property owner explained the scope of the project. He stated that the owner is proposing to modify existing wood carports to pre-fabricated metal similar to the project to the west; redo the outside perimeter stucco walls to concrete block and re-landscape the entire project; reduce the amount of space in the recreation buildings creating office space while adding bedroom counts to three units. There are previously approved plans for the modifications. The security gates are the only part of the remodel that needs to come before the Committee today. The same material would be used for the gates as previously approved, however, the gates have been relocated. Existing carports would be converted to parking, so no parking spaces would be lost. There will be a directory outside the main gate and the gates would be remote with automatic exit.

Committee Member Wallin stated that he sees a problem with the main entry gate. A hammerhead is not provided and if the gate is closed, trucks would have to back out onto Yorba Linda Boulevard. Mr. Crane said the gates would be open during the day until approximately 7 p.m.. Committee Member Wallin said he still has reservations because management could choose to close the gates at any time which staff would have no control over.

The parking was deemed adequate and Committee Member Becerra said police have not had any major problems with the complex. The Committee had no further concerns and made a motion to approve subject to the following condition:

  1. That the gate be subject to the approval of the Engineering Department.

MOTION made SECONDED, and CARRIED by all members present, to APPROVE PRJ03-00876 - ZON03-00077 as conditioned (Resolution No. 350).

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council. The request may be approved subject to conditions. Minutes of the hearing and a Resolution will be prepared.
