Planning Commission Meeting Agenda

OCTOBER 27, 1999

Persons addressing the Planning Commission shall be limited to 10 minutes unless an extension of time is granted by the Chairman, subject to approval of the Planning Commission. When any group of persons wishes to address the Commission, it shall be proper for the Chairman to request that a spokesman be chosen to represent the group.

Public comment will be allowed on agenda items at the time the item is considered.

Public comment will be allowed on matters not appearing on the agenda but within the Planning Commission's jurisdiction, at the end of the agenda. No action may be taken on off-agenda items except as provided by law.

The Planning Commission's approval or denial of any action on this agenda shall become final and effective ten days after its decision unless an appeal is made in writing within this ten-day period to the City Council by either an applicant or an opponent. The filing of an appeal within such time limit shall stay the effective date of the order of the Planning Commission until such time as the City Council has acted on the appeal. Anyone interested in making an appeal should contact the Development Services Department for assistance.

1. AMENDMENT A-1458. APPLICANT: CITY OF FULLERTON. A request to consider changing the base floor area ratio (FAR) for proposed development within the C-3 zone from .9 to 2.0 when the location of the development is within one-quarter mile of a transit station (Negative Declaration) (Continued from October 13, 1999). -Certify Negative Declaration

2. GENERAL PLAN REVISION GPR-99-1; AMENDMENT A-1457; DEVELOPMENT PROJECT DP-99-7 (MAJOR); CONDITIONAL USE PERMIT CUP-1015; AND ABANDONMENT AB-99-5. APPLICANT: COMMUNITY MULTIHOUSING, INC.; PROPERTY OWNERS: MARGARET N. CHAFFEE TRUST, FULLERTON CHAMBER OF COMMERCE, AND JACK STEVENS. A request to consider a revision in the Land Use Map of the General Plan changing the existing land use designations of Office and Commercial to Downtown Mixed Use; a change in the existing zone classifications from O-P and C-1 to C-3; to consider site and architectural plans for a mixed-use development consisting of 12,400 sq. ft. of commercial space and 192 apartment units in a four-story building with a subterranean garage; to allow the proposed use with a floor area ratio (FAR) above 2.0 and to allow the noise level of usable exterior open space (e.g. proposed balconies of units) to exceed 60db CNEL; and a partial abandonment of the east/west and north/south alleys, all on property located within the 200 block of East Commonwealth and Amerige Avenues (northwest corner of Commonwealth Avenue and Lemon Street including the following addresses: 225-233 East Commonwealth Avenue and 218-244 East Amerige Avenue) (O-P; C-1 and C-3 zones) (Negative Declaration). -Certify Mitigated Negative Declaration

The next meeting of the Fullerton Planning Commission will be November 17, 1999, at 4:00 p.m.
  • A request to demolish the existing drive-thru restaurant and construct a new 4,694-square-foot, drive-thru restaurant with a playland area on a 34,696-square-foot lot, on property located at 1341 Brookhurst Road.
  • A request to allow a personal service use (skin treatment and care) within an existing office complex on property located at 2250 Rosecrans Avenue.
