Energy & Resource Management Committee Minutes

January 19, 2005

CALL TO ORDER: Vice Chairman Hardwick called the meeting to order at 7:40 a.m.
MEMBERS PRESENT: Devlin, Hardwick, Murphy, McCormack, Mitchell
MEMBERS ABSENT: McNelly, Adamson, Roberts, Twineham
STAFF PRESENT: City Clerk Beverly White, Assistant Planner Sowers, Clerical Support Dew
APPROVAL OF: Approvals of Minutes from December 15, 2004 meeting were continued to February 16, 2005.


A. Committee Member McCormack motions and Member Devlin seconds to postpone the election of Chairman and Vice Chairman until the February 16, 2005 meeting.

B. Vice Chairman Hardwick introduces City Clerk Beverly White. She explains to the Committee that Council has started a new procedure for the Commission and Committees under which Commissioners and Committee Member will be directly appointed by a Council Member. To begin this process with existing Committee Members, each Commissioner or Committee Member will be randomly drawing a Council Member to whom they will be assigned for the duration of the Council Members term.

City Clerk Beverly White conducted the Council Directed Appointments to the ERMC. The selection went as follows:

Brent Hardwick: Council Member Jones
Tim Devlin: At Large
John Murphy: At Large
Thaddeus McCormack: Mayor Pro Tem Wilson
Elaine Mitchell: Council Member Bankhead
Robert Adamson: At Large
Anthony Roberts: Mayor Nelson
Jeff Twineham: Council Member Quirk
Patrick McNelly: At Large
Two Vacancies: At Large

C. Assistant Planner Sowers presented a draft letter from the ERMC to the City Council regarding water rate increases for review based on the motion and discussion at the prior meeting. There was discussion on the verbiage of the letter. All members agreed on a few minor changes in the wording of the letter. The final draft will be signed by Chairman McNelly and provided to Dave Schicking for inclusion in the Agenda Letter to the City Council regarding the rate increase. A motion was made by Committee Member Devlin and seconded by Committee Member McCormack to approve the revised verbiage to the letter to the City Council.


There was discussion among the Members on how best to deliver The Green Pages to Fullerton residents. Assistant Planner Sowers presented cost estimates of a stand alone mailing and the Committee agreed it was too costly. The Committee discussed continued use of the Community Services publication for delivery. In order to draw attention to the Green Pages and encourage residents to open the Community Services publication, Assistant Planner Sowers suggested advertising the Green Pages on the City's cable channel.

The goal of the Committee is to have two issues of The Green Pages distributed for 2005. The projected dates for publication are April/May and October/November. The Committee suggested getting additional copies for distribution at the Fullerton Libraries, Senior Center and other locations to be determined.

The Committee requested discussion of The Green Pages at the next meeting to determine content.

Assistant Planner Sowers informed the Committee that Staff is looking into using the County to administer the City's Used Oil Grant. One advantage to being part of the program is that the City can participate in multi jurisdictional programs.

Committee Member Devlin recognized Member Mitchell for contributing the successful idea of The Green Pages.


Committee Member Tim Devlin resigned from the ERMC effective January 19, 2005 due to his desire not to support the new Commission and Committee appointment process. Committee Member McCormack thanked Committee Member Devlin for his commitment and service to the ERMC. Member Devlin will submit his letter of resignation to the Chairman and a copy of the letter will be sent to City Clerk Beverly White.


The meeting was adjourned at 8:35 a.m. The next regularly scheduled meeting will be on February 16, 2005.
