APPROVAL OF MINUTES:
Minutes of February 16, 2000, were APPROVED as written.
Chairman Hardwick introduced Mark McGee of M. G. Disposal and Dave Ault of Consolidated Volume Transporters.
Associate Planner Viado reported there were 5 available seats for the Orange County Trash Bash to be held on Saturday, April 29, at the Discovery Museum.
Associate Planner Viado discussed some of the items currently funded by the existing Fifth Cycle Block Grant, such as the advertising campaign by Industrial Strength Advertising. It is anticipated the funds from the Sixth Cycle Block Grant would be utilized in the same manner.
Application for the funds requires submittal of a Resolution by the City Council. A draft Resolution was attached to the staff report. Associate Planner Viado indicated staff's recommendation was for the Committee to recommend that the City Council approve the Resolution.
Committee-member Pendarvis inquired if a new bid for advertising services would be required for the new grant cycle. Associate Planner Viado indicated the contract with Industrial Strength expires at the end of the Fifth Cycle (July 2000), and it would be up to the Committee to decide if they would like to stay with the existing firm. Committee-member Pugh suggested that Industrial Strength Advertising update the Committee on the current campaign and what has been accomplished over the last few years. Associate Planner Viado indicated that Industrial Strength would be contacted to do this and will be placed on the agenda of a future meeting. The Committee discussed the advertising campaign further and decided to pursue the item in more detail upon confirmation that grant funds will be awarded.
Committee-member Hoover indicated that application for the grant would put the City in a "win-win" situation, and made a motion to recommend approval of the Resolution to the City Council. The motion was seconded by Committee-member Pendarvis, and unanimously approved by the Committee.

Chairman Hardwick provided the Committee with a brief description of the storm water runoff issue currently being faced by North Orange County. He then introduced guest speakers Larry Paul, with the Orange County Department of Harbors, Beaches, and Parks, and Mike Wellborn, with the Orange County Planning Division.
Mr. Paul and Mr. Wellborn gave a lengthy, joint presentation on the current status of storm water pollution and prevention issues in Orange County and how they relate to the Federal Clean Water Act. Mr. Paul stated the Clean Water Act is enforced by the Environmental Protection Agency (EPA) through the State Water Resources Control Board (SWRCB) and then down to the Regional Water Quality Control Boards (RWQCB). The county's goal is to achieve a collaborative approach with Federal, State, Regional, and City Agencies, to provide more knowledge, experience, and cost reduction in working on clean water issues.
Chairman Hardwick asked the speakers what was being done to address the issues at this time. Mr. Paul indicated there were short, mid, and long term fixes and explained some of the items as follows:
Short-term fixes - Whatever can be done immediately to address the problem, such as processes and public education.
Mid term fixes - Continued public education and public awareness. Conducting various studies and building certain projects.
Long-term - Develop Standards for new development and redevelopment, educate society in use and/or proper disposal of toxics, fertilizers and pet waste. Increased engineering techniques. More testing to prove or disprove the correlation between animal waste and human illnesses.
Chairman Hardwick asked what commitment is needed from the City Of Fullerton. Mr. Paul indicated the city could adopt a resolution of support for the collaborative effort and have city representation at the early collaborative meetings to address clean water issues. Mr. Wellborn noted that sample letters of resolutions are available if the city is interested.
Associate Planner Viado asked if the collaborative has a name? Mr. Paul indicated that it is the Water Shed Management Team, and they conduct meetings for various watersheds.
Vice Chairman Pugh asked that a representative from the Santa Ana Regional Water Quality Board be invited to speak at a future committee meeting, as they are the regulating agency that has jurisdiction over the City's storm water channels. Chairman Hardwick and Associate Planner Viado indicated they would research finding a person to come speak to the Committee at an upcoming meeting.
Committee member Hoover suggested time limits for guest speakers so that other important issues could be discussed at the meetings. After some discussion, Chairman Hardwick stated an effort would be made to finish up discussion on agenda items by 8:30 AM, leaving 30 minutes for internal discussions and City happenings.
A brief discussion was held on Greenwaste Reports. Associate Planner Viado indicated it was still too early for a full report, as the program has only been in effect for two months. However, MG Disposal would be contacted to provide a report at the next committee meeting.
Vice Chairman Pugh ask that the meeting be adjourned in memory of the person killed at Taormina Industries sorting Greenwaste.
Committee member Hoover suggested the committee discuss diversion and credit of various recyclable items at a future meeting.
